Chen Qizhang, a member of the Provincial Committee of the Chinese People's Political Consultative Conference, said that the construction of zero carbon parks still needs to be systematically promoted

The "List of National Zero Carbon Park Construction (First Batch)" was recently issued, and 52 parks across the country were selected, including the Yibin Lingang Economic and Technological Development Zone Eastern Industrial Park from Sichuan. This marks another important step for Sichuan in promoting industrial green transformation and exploring new paths for low-carbon development in industrial parks.
Beyond the national level, Sichuan also has four provincial-level zero carbon parks.
At this year's Provincial Two Sessions, Chen Qizhang, a member of the Provincial Political Consultative Conference and Chairman of Zhongzi Technology Co., Ltd., paid special attention to the construction of zero carbon parks. In his opinion, Yibin, Panzhihua and other places have been continuously exploring new ways of "green to green" through measures such as building microgrids, utilizing waste heat, equipment renovation, and resource recycling, which have achieved good results and accumulated replicable experience for Sichuan.

But he also bluntly stated that the zero carbon park is a systematic project, and there are still many practical difficulties encountered in its promotion. For example, core technologies such as smart microgrids have insufficient maturity and stability, which affects overall operational efficiency; Inconsistent standards and inadequate policy coordination can easily lead to 'each doing their own thing'; Large initial investment and long payback period; Ecological construction is relatively difficult, and it is difficult to form economies of scale.
To this end, he suggested strengthening policy guidance and market mechanism innovation, focusing on tackling key technologies, opening up the "technology industry finance" chain, and guiding more funds and resources to flow into the green field; Vigorously developing high value-added low-carbon industries, synchronously improving ecological and economic benefits, and comprehensively assisting Sichuan in achieving its "dual carbon" goals.

Zero carbon park refers to a park that, through planning, design, technology, management, and other means, reduces the carbon dioxide emissions generated by production and living activities within the park to a "near zero" level, and has the conditions to further achieve "net zero". Building a zero carbon park not only helps to achieve innovative development paths and cultivate green technology innovation and industrial ecology, but also better responds to global green rules and enhances the international competitiveness of products. During the 15th Five Year Plan period, China strives to build about 100 national level zero carbon parks.
