According to the arrangement and deployment of the evaluation of "heroes per mu" by the Provincial Party Committee and Provincial Government, the Department of Economy and Information Technology of Sichuan Province organized various cities (prefectures) to carry out the evaluation of the benefits of industrial enterprises above designated size in industrial parks, and on March 8, announced the list of A-class enterprises for the evaluation of the benefits of industrial enterprises above designated size in "heroes per mu" industrial parks (2020).

    It is reported that a total of 2131 A-class enterprises were evaluated in various cities and prefectures, accounting for 29.1% of the participating enterprises. Among them, Chengdu had the highest number, with 583 enterprises. These enterprises are high-quality enterprises among the participating enterprises in the industrial park evaluation.     A total of 7546 large-scale industrial enterprises participated in this evaluation, involving 20 cities and 137 industrial parks in the province (there are no provincial-level or above industrial parks in Ganzi Prefecture). The average operating income per mu of all participating industrial enterprises is 4.274 million yuan, the average tax revenue per mu is 143000 yuan, the per capita operating income is 1.444 million yuan, the unit energy consumption output operating income is 49000 yuan, and the R&D investment intensity is 1.5%.

    It is reported that this is the first large-scale evaluation of the benefits of industrial enterprises above designated size in Sichuan, marking an important step in the construction of a high-quality development guidance mechanism for the manufacturing industry in Sichuan based on the evaluation of "unit output benefits" and guided by differentiated factor allocation.

    The main objective of the evaluation of "heroes per mu" is to explore the establishment of a high-quality development guidance mechanism for the manufacturing industry guided by the optimization of resource allocation, to promote environmental protection, resource conservation, factor optimization, and industrial development in a coordinated manner, and to strive to drive the quality, efficiency, and driving force changes of the manufacturing industry through differentiated resource allocation.

    In order to make the evaluation more fair, scientific, and practical, the evaluation indicators for this evaluation work will be divided into two parts: unified indicators for the whole province and local characteristic indicators. There are a total of 5 unified indicators in the province, including per mu operating income, per mu tax revenue, per capita operating income, unit energy consumption operating income, and R&D investment intensity. When evaluating the comprehensive benefits of enterprises, the weight of the three indicators of per mu revenue, per mu tax revenue, and per capita revenue is 20%, while the weight of the two indicators of unit energy consumption output and R&D input intensity is 5%, and the cumulative weight of the five indicators is 70%. There are 1-3 local characteristic indicators, which are formulated by cities and prefectures according to local conditions, with a cumulative weight of 30%.
