Chen Qizhang stated that in terms of policy formulation and implementation, the government should conduct in-depth research on enterprises and formulate policies that are more in line with their actual needs, especially providing more targeted support for technology innovation enterprises in terms of research and development investment, talent cultivation, and other aspects.

At the same time, policy transparency and stability should be improved, and a unified platform for policy release and interpretation should be established to ensure that enterprises can timely and accurately understand policy content. At the same time, maintain relative stability in policies and avoid frequent changes that bring uncertainty to enterprises.

We need to further strengthen the supervision of policy implementation, establish a dedicated policy implementation supervision group, regularly inspect the implementation of policies, hold accountable departments that fail to implement them properly, and ensure that all policies benefiting enterprises are truly implemented.

In terms of intellectual property protection, Chen Qizhang suggested strengthening law enforcement efforts, establishing a professional intellectual property law enforcement team, increasing the crackdown on infringement, increasing infringement costs, and protecting enterprise innovation achievements. At the same time, we will improve the intellectual property service system, cultivate and develop intellectual property service institutions, provide comprehensive services such as patent application, evaluation, and transactions for enterprises, and reduce the cost of intellectual property management for enterprises.

In addition, it is necessary to strengthen publicity and education, carry out intellectual property publicity and training activities, enhance the awareness of intellectual property protection among enterprises and the public, and create a good atmosphere for intellectual property protection. Guide the focus of enterprise production and operation towards technological innovation, improving product quality, enhancing after-sales service, and strengthening brand building.

Finally, Chen Qizhang suggested building a more scientific evaluation system. Enterprises at all levels and other end users adopt a comprehensive evaluation method during bidding. In addition to price weight, they increase the weight of dimensions such as technology research and development investment, achievement output, intellectual property, talent team, and industry awards. They actively guide end users to purchase high-quality and cost-effective products and create a healthy competitive environment.
